Un sentito ringraziamento e un auspicio.

Care Colleghe e cari Colleghi,
vi scrivo allo scadere del mio mandato di rappresentante nel Senato accademico della nostra università.
In primo luogo, ringrazio tutti coloro che hanno sostenuto, ormai tre anni fa, la mia candidatura. Ringrazio anche tutti i dottorandi che ho conosciuto lungo il cammino, che con il loro entusiasmo e le loro idee lo hanno arricchito giorno per giorno.
Nel congedarmi, vorrei ripercorrere brevemente i passaggi più importanti di questi stimolanti e intensi anni di rappresentanza.
Aumento delle borse di Dottorato. Nell’ormai lontano 2015 promossi una petizione, sottoscritta da quasi 400 colleghi, per chiedere un aumento dell’importo minimo delle borse di Dottorato del 20%. Oggi tutti noi beneficiamo dell’aumento di allora: prima la borsa era di 1.000 euro al mese.
Quella vittoria ha fatto da volano, quest’anno, ad un aumento nazionale del 12,5% dell’importo di tutte le borse di Dottorato italiane. La proposta di aumento è stata portata avanti in modo determinante dal Comitato per la valorizzazione del Dottorato, che ho contribuito a fondare.
Partecipazione in Ateneo. Vi sono molti problemi irrisolti legati al Dottorato che trascendono la possibilità dei singoli di porvi rimedio. In questa direzione, l’altro grande risultato raggiunto è stata la creazione della Consulta dei dottorandi, il massimo organo di rappresentanza dottorale, ora previsto anche dallo Statuto del nostro Ateneo (art. 41 c. 6). La Consulta è chiamata a proporre riforme del percorso dottorale per la generalità dei dottorandi e riunisce un rappresentante dei dottorandi per ciascun corso di Dottorato della Statale, assicurando così che siano sentite le voci di tutte le discipline e al contempo contribuendo ad avvicinare scienze umane e scienze dure. Quando iniziai il mio Dottorato non c’era niente di tutto questo: la nostra comunità era dispersa, spesso a malapena consapevole di appartenere alla medesima Università degli Studi di Milano. Oggi tale consapevolezza è aumentata, e penso che la Consulta possa continuare a giocare un ruolo fondamentale in questa direzione.
Tutti possono entrare a far parte della Consulta come rappresentanti del proprio corso di Dottorato. Questa rappresentanza può costituire un valido strumento per migliorare le cose e un’opportunità unica per capire i meccanismi di funzionamento di una grande università.
Maternità per le dottorande. Oggi tutte le dottorande della Statale possono beneficiare della copertura totale della borsa durante il periodo di maternità, pagato in parte dall’INPS e in parte dall’Ateneo. Durante il mio mandato abbiamo esteso questo beneficio anche alle dottorande iscritte a casse previdenziali diverse dall’INPS. Trovate tutte le informazioni relative qui.
Una borsa per Regeni. A gennaio 2018, in occasione della commemorazione del rapimento e dell’uccisione del nostro collega e connazionale, su nostra proposta l’Università di Milano ha istituito una borsa di Dottorato intitolata a Giulio Regeni. Nelle settimane successive, diverse altre università italiane hanno fatto lo stesso.
In aggiunta a questi risultati, in questi anni in qualità di rappresentante ho avuto modo di conoscere alcune centinaia di colleghi da tutti i corsi di Dottorato della Statale. Molti purtroppo avevano guai professionali, più o meno gravi. Ho cercato di fornire informazioni e supportare, nei limiti di quanto mi è stato possibile, tutti coloro che mi hanno contattato e spero di essere stato efficace.
Il 21 e 22 novembre sarete chiamati ad eleggere il vostro prossimo rappresentante in Senato. Penso che il voto di ciascuno di voi sia molto importante. In questi tre anni sono stati fatti dei significativi passi avanti ed è importante che chi raccoglierà il testimone si impegni a fare ancora meglio. Conto su di voi.

Dear Colleagues,
I am writing to you at the end of my term as your representative in the Academic senate of our university.
First of all, I sincerely thank all those who have allowed me, three years ago, to embark on this journey. I also thank all the PhD students I met along the way, who enriched it day by day with their enthusiasm and their ideas.
On taking leave, I would like to retrace very briefly what I consider the most important milestones we have achieved in these three intense and stimulating years.
PhD scholarships increase. Back in 2015, I had promoted a petition, signed by almost 400 colleagues, to ask for a 20% PhD scholarships salary increase. Today we all benefit from that increase: before the scholarships were 1,000 euros a month.
That victory has led, this year, to a national increase in the amount of all Italian PhD scholarships. The proposal was sustained in a decisive way by the Comitato per la valorizzazione del Dottorato, which I contributed to found.
Engagement. Many PhD unsolved issues are beyond our reach as individuals. In this direction, the other result that I claim is the creation of the Ph.D. Student Council, the highest organ of doctoral representation, now also foreseen by the Statute of our University (art. 41, par. 6). The Council is called to propose reforms of doctoral programs for the generality of PhD students and brings together a PhD student representative for each Doctoral course of our University, ensuring that the voices of all disciplines are heard and also helping to bring together humanities and hard sciences. When I started my PhD there was nothing of the like: our community was scattered, often barely aware of belonging to the same University of Milan. Today awareness has increased, and I think that the Council can continue to play a fundamental role in this direction.
Each of you can become a member of the Council as a representative of your own PhD course. It is not only necessary for our community as a whole. It will also be a privileged spot for those involved to understand how a large university works.
Maternity for PhD students. Today all our pregnant colleagues can benefit from the full coverage of the scholarship during the period of maternity, paid in part by INPS and partly by the University. During my term, we have extended this benefit to the PhD students registered in social security funds other than INPS. For more information contact me or visit this page.
A scholarship for Regeni. In January 2018, on the commemoration of the kidnapping and murder of our colleague and compatriot, on our proposal the University of Milan set up a doctoral scholarship entitled to Giulio Regeni. In the following weeks, several other Italian universities did the same.
To these results I’d add that throughout the years as representative I had the opportunity to meet some few hundreds colleagues. Unfortunately, several were experiencing professional troubles. I tried to help, as far as I could, all those who have turned to me and I sincerely hope to have been effective.
On November 21st and 22nd you will be called to elect who will be your next representative in the Senate. Each vote is important. In these three years considerable progress has been made, and those who take over are committed to do better.
